Navarro County Precinct 3 Commissioners Election
My name is Larry Winters and I will be running for Navarro County Commissioner in Precinct 3 2008.
The Republican and Democratic Primaries are on March 4th and the Candidates for Precinct 3 Commissioner are
David "Butch" Warren, William Baldwin, Charles Statham and myself Larry Winters.
Why should you vote for me??? In a word "EXPERIENCE". I am the only candidate with actual experience in drainage and road construction with over 30 years of it. I also have built and operated a successful business here in Precinct 3 for over 20 years. This is important because being a Commissioner is like running a business. You have to set budgets decide where to spend funds wisely and look for sources to generate more funds. In the 24 years I have lived in this county we have never had a commissioner enter office with the experience I have and your roads have suffered for it. The Precinct 3 Commissioner position is no place for on the job training.
Quick History: Viet Nam era veteran 1970-1973, and started an
Excavation & Septic System business in Southlake, TX 1974-1986.
I moved to Navarro County in 1985, began building Midway Landing and Campground on Richland
Chambers Reservoir, and continued to do construction around Richland Chambers
for several
years until business at the campground got too busy to do both.
Being Self Employed for over 30 years, solely responsible for
management, budgets, payroll and all decisions about maintenance and
construction. I was able to keep my businesses profitable and growing even
during the bad years. Failure at anything has never been a option for me (Thanks
Mom&Dad).
About 4 years ago, I went to work (part time) for the Post Office in Corsicana as
a Rural Carrier. The route I had there mainly covered Precinct 3 so I know your
pain when it comes to the condition of some of the roads throughout the
precinct.
Approximately 2 years ago, I transferred to the Streetman Post Office and carry the
route that covers the southern part of Precinct 3. There again, the road
conditions aren't the best.
Whenever a county road is paved it saves on road funds (tax
dollars) by not having to constantly run a road grader over it. It can
also increase property values and, as most of you know, it saves wear & tear on your
vehicles & tires.
One of my goals is to see as many roads paved as possible thus creating a better
environment for residents and any new businesses considering moving to our
area.
Over the past 20 years I have seen some dangerous conditions
that occur from time to time with bridges and culverts over which our school
buses travel. This has been a ongoing concern of mine since the children on
these buses are our future and our responsibility to protect.
I'm still in close contact with several of the Postal Carriers throughout Precinct 3
who drive your county roads everyday. With their input I hope to provide faster
attention to problem areas.
I am also hoping to enlist the help of all the citizens in Precinct 3 to inform
me of problems in your area. You will be able to do this through this website,
E-mail or phone.
Deterioration of the paved roads some, less than 5
years old, is another concern of mine. Pot holes are much cheaper to fix when there small and the methods
used to fix them in the past are not the best available.
Another cause of the deterioration is overloaded trucks or oil well
equipment. These companies can be required to put up a bond to keep the road up.
(Some already do it on their own) However, this must be enforced. This does not
seem to be the case in all instances.
I realize Navarro County does not have the funds to turn every
road into a super highway, but I will strive to make sure road repairs are done
right and safety concerns are dealt with quickly.
Hopefully, through this website I can keep residents informed of projects,
expenditures and budgets going on in Precinct 3. After all, it is your money and
your precinct.
